Here is my take. Governments should not be involved in issues like this, except to the extent that they are to protect the rights of the girls who are being taken advantage of. Now, on another note, let it be said that the american fixation with the fact that 18 somehow became the magical number that the world is supposed to adhere to for how old an adult is, and thus appropriate sexual age is. Rome I believe was around 15, Jewish religion went by 13 for a long time, most cultures historically have been in the 15-17 age. Even in the US, technically by the statistics, 15ish is the age in our country as well, as in many surveys it has been found that a good percent of teens around 15 claim to have been sexual active.

The real issue is in age splits, not generic age. I have no issue with a 15 and 17 year old [minus the outside of wedlock aspect], I have little issue with a 17 and 20... I have major issues with a 30 and 15, just as I am weirded out, though grant that legally there is no issue, with a 40 and 60.

The key is what is culturally appropriate. In american, this kind of stuff is culturally inappropriate [though 12 has been for most all cultures]. However, it is not america's place to step in and declare that modern american culture is the infallable truth of what is right and wrong.
