After absorbing latest bits of news related to the Virginia Tech gunman, I now believe the current gun control law needs to be changed. Not allowing people with a history of mental problems or complaints filed to own guns, for example, is a no-brainer.

A simple national database of SSN with appropriate privacy protection would work. In addition to medical agencies and law enforcement agencies, I am for allowing institutions and individuals to submit information to such a database. Each registered gun sellers should be given a monthly budget of SSN-based queries (by computer or phone) based on their sales for POS background check. If they had access yet didn't use it, then they would be exposing themselves to liability.

While I am of the opinion that gun control is a leaky at best and gun ban is not possible politically, but I think some changes are necessary, if not for safety then to restore public safety confidence to a point where we can sit in public without being afraid of being gunned down.

I agree. Perhaps something as simple as having a second person be involved that knows the purchaser would be a good start. Spouse, parent or friend would work, but at least requiring two names versus one could be a simple way to inject a check and balance.
Yeah, requiring co-signer of sort would help too.
I agree that improving the mental health system (as opposed tougher gun bans, violent video games etc) is probably the most effective way to prevent these sorts of tragedies but it's a tough problem. How much of a history of mental problems does a person need before they can't purchase a gun? Should a person who previously had mental problems but has now recovered sufficiently be allowed to purchase a gun? There would need to be some sort of independent review/appeal process to cover these scenarios.
I think those who had mental problems before but conditions have improved since then and can prove legitimate should go through a separate process, a special license with which they can purchase a gun.

If the database contains date of last update, then the license is effective only if its issue date is later than the last update.

From the above article, it sounds like the system you propose is already in place. The problem is with communication and interpretation of the law between federal and state levels. An all too common problem with government bodies unfortunately.
Scott, you may be right but, as you pointed out, I don't think it's implemented right. Heck, I wouldn't mind donating some time to help the government set up a system that is not only efficient but self-funding. Government waste is a matter of not having the right perspective IMHO. If GAO thought like penny-pinching startups, I might even dare dream of paying less tax!
Has it come out that Cho acquired his gun illegally? Granted, I'm am not a news junkie so maybe I missed it, but I haven't heard any hysteria about this (ie: crucifixion of the gun store owner.) I guess Senators will be harrumphing soon and passing more laws. The loons have a maddening contempt for the laws though...
